Looks like a Stafford ( Hyde ) Rangers

A bag of ericaceous compost scuffled in around it can work wonders.

Yes.
You can change the colour of the flowers from pink to blue by feeding with a fertiliser low in phosphorous and high in potassium.
You can change the colour of the flowers from blue to pink by raising the pH with adding dolomitic lime.
Have fun with confusing your neighbours with alternating the colour each year.

We planted quite a large hydrangea from my wife's brother in the front garden over a year ago and it has needed copious watering before becoming properly established. "Hydra" should have been a clue as to what to do.
