I can't help but spot it when I drive through Huntington

I recall it appeared about 15 years ago during the World Cup, assumed it was placed there by a football fan. Since then I noticed it vanish and reappear. I was told the council kept removing it and someone with the time and inclination replacing it and the council eventually gave up. Also, I was told that it was the other way around. To maintain that flag for so long is some feat, also there's a photo of it here which looks like a professional job.

Has it been placed there by a persistent prankster or could it in fact by owned by the council? In either case, does it represent anything or have any story behind it?
