If you, and the mobility scooter, were travelling on the major road and you were turning left into a minor road, then the mobility scooter going straight on along the major road actually has priority, although you would be brave footpath user to expect a modern-day driver to accept that - it used to be common practice in the UK (until the 80s, probably) to acknowledge that, and it still is in many other countries. The road and the footpath are parts of the same highway.
(Most) car drivers wouldn't turn left across another car.
