High-pitched racket in the high street

Twice I've walked through the high street and near McDonalds (it might even be coming from there) I can hear a high pitched whistling. It sounds like one of those things they attach to buildings to stop youths hanging around. I don't know why they'd still have this switched on during the day when the high street is packed. Anyone else heard this?
