Looks like planning has gone in to convert the Hop Pole on Sandon Road into a 12 bed HMO. Given the lack of parking around there and the antisocial behaviour and crime always seems to be associated to these kinds of places probably want to oppose

12 bed seems large but HMOs aren't a hot bed of crime, they can be young professionals that can't afford their own place.

When things like this pop up I try to work out what isn't being said. There are so many 5 and 6 bed HMOs in Stafford and none of them in Stafford (apart from one very obvious exception on Wolverhampton Road) give off anything to be concerned about.
