Jobcenter and travel expenses

Can anyone clarify where someone stands claiming travel expenses back from the jobcenter.

My friend applied for a vacancy through the jobcenter it involved train and bus (about 40 mins away). There was a few other applicants there plus a lady from the jobcenter itself.

When he got there he (and others) were told that they didnt have all the id requested (which should have been told when the jobcenter arranged the interview, but wasnt).
So he (and others) had to travel all the way back home (given an hour to do so as they rescheduled the interview), get the necessary paperwork, then get all the way back.

Public transport (as it is) was running the usual "late" so with only 25 mins left to get back he had a taxi and made it with 2 mins to spare!

He was given an expenses receipt for £18

He went to the jobcenter yesterday to complain and hand in his reciept. The jobcenter said nothing we can do regarding the mess up (by the jobcenter) and as for the expenses he cant claim anything back!!

Has anyone come across this, as if this is the case i can slightly understand why some people wont travel or make an effort to go to interviews.

I do know jobcenter staff have a reputation of being less then human, but cant understand why they brush off something they caused!

I think writing a letter of complaint would be the best course of action. They are unable to ignore a letter, and the people who would respond to it have the power to make a "discretionary payment", where your frontline worker probably doesn't.

Thanks, i will get him to write, I just hope he gets his job then he wont have to deal with these nasty little people again!
