for a start, those two things are very subjective.. in fact, i'll wager that what most of the "no chav" brigade would consider "good music" i would abjectly hate, along with most of the other potential clientele..
you have to remember, in order for somewhere to actually be successful, you have to consider your potential target audience and cater in some way for them.. i think everyone would agree that we don't need another newt & cucumber/zanzibar/etc, but a strict no chav & mandatory pretentious music policy is a sure fire recipe for disaster..
i think a place with a relaxed dress code & wide music policy would be a start.. then maybe you could hand out tickets for the opening week, asking people to fill in the back to get a free drink.. on the back you could ask their favourite band/act of the moment, and their favourite tune of the moment.. at least then people would fill it in, and over a couple of weeks you could get a feel for what kind of crowd you're attracting..
