I have never been able to get my head around this type of thing. We pay people lots of money and all they do is pay someone else even more money to tell them what they should do. The report then almost always is non committal as the people getting paid so much money want to cover their backsides so they can't be blamed. The person that we pay then takes that report and gives it to a group of other people that we pay because they don't have the guts/authority/know-how to make a decision themselves. This collective of people that we pay then pick out single lines of the report that appeals to them personally, or to the party they support and use the fact that they have paid someone lots of money, (ergo it must be the truth), to tell them that what they wanted to hear in the first place was the right direction to go, even though the report could actually also say the exact opposite.
