Reporting Barking Dogs to the Borough Council

There are a couple of dogs near me that the owner lets out in the back garden most days. Now let me quantify: they do not bark constantly, but they will bark when anything catches their attention (which is regularly), and will do this all day until they are taken back in, which can be as late as 6pm to 7pm.

When this happened last year, I knocked on the owner's door several times, but they never answered. However, I knew someone was in, as the dogs came running to the door growling and barking and I could hear a voice tell them to be quiet.

Moving forward to winter, it went quiet, presumably because of the weather. However, now it's begun to brighten up, they've obviously been allowed back out again.

So, the barking started back up in earnest last week, so I went round and knocked on the door, However, the owner never answered but, again, the dogs were growling and barking at the door.

Now I've been ill for the past few days, so haven't felt great in myself, but today the dogs seemed to have barked more than usual, so I went round and knocked and, again, no one answered but the dogs were yapping at the front door.

I went away, and there was a silent period for about 1/2 hour, before it started back up again. This time, I went round and banged on the door loudly, but for a longer period. This led the owner to actually come to the door this time, who then greeted me with why I should be banging their door down. When I said that it was because of their barking dogs, they asked what they were supposed to do as that's what dogs do. When I mentioned that they can teach their dogs to be quiet, they sarcastically mouthed, "Oh yeah, please dogs, do be quiet." I explained they should keep them in the house as they were causing a public nuisance but they were adamant they wouldn't as it was summer.

I added that I'm sure others didn't want to hear their dogs barking, and some people may even be working nights but they were having none of it.

So has anybody suffered from neighbours dogs barking and have they been to the Borough Council and managed to get it resolved?

Erm, well thank you (Gram / littleme) for your (only) positive input. I will ask some of the neighbours if they're willing to support me. The owner let the dogs bark pretty much up until about 1 hour ago. Not a nice place to be (mentally) folks. :(

I've used dog whistles to stop dogs barking before and it's quite easy to do but you need to be persistent and blow it every time the dog barks.

They may bark more to start off with because they don't know what the sound is but they'll soon stop because they can't stand the noise and they soon associate barking means that irritating noise sounds.

The beauty of this is you can practice this without the owners ever know you're doing it.

Years ago, in a different place, had a similar problem with an unresponsive neighbour. Eventually it stopped because I made a recording of his dogs barking, put it on a loop and played it LOUD on a hifi out of our laundry (which faced his garden and didn't disturb the other neighbours too much) every day for a week we'll into the evening. It drove his dogs mad, caused him inconvenience (that's all people like that respond to is their own inconvenience) because of two lots of barking and eventually he let his dogs in the house or shut them up when they barked excessively.

You've got to hit these people where it hurts I'm afraid, it's the only language they understand.

I feel for you @Sir BoD , Bloke next door to us used go out till all hours of the night/morning, left his dog alone, It would howl its head off every second he was out. Never said owt, because he's a nasty piece of work and didn't want any reprisals.
I lost an awful lot of sleep because of his actions, 1 morning the thing howled until 4.50am, that's when he came home. My alarm went for work at 5.30am. Haven't seen him walking it for a few months, so it looks like it's died.

I do feel for you..had this issue ourselves in the past ..ended up moving...hope you can get it sorted.

I really do like the dog whistle @Thehooperman that's a fantastic non-confrontational suggestion. I wonder if they are any you don't have to blow for the sound but press a button?

Theres not much worse than horrible neighbours & sleep deprevation. Hope things get better & you feel better soon. :hug:

I know exactly how you feel & how bloody annoying it is. We like dogs but wouldn't have one as it wouldn't be fair to leave it unattended while we're out a work etc. We wouldn't leave a child alone so why do people feel it's ok to leave a dog alone all day when most dog owners see the animal as another family member.

I reported a neighbour a few years ago. I'd gone through the diplomatic channel but the arsehole wouldn't have it that his dog barked constantly when no one was at home. It came to a head when they went away on holiday for 2 weeks & the dog was left in the utility with the door open so it could wander around. They had someone come in morning & night to see to it.

I called the council & eventually got through to environmental health(?). No one was available but they took my details & called me back after a couple of days. The guy I spoke to was very understanding & went through the procedure with me. Basically I kept a record of the times & length of the disturbance for about 2 weeks & got back in touch with him. He said he'd investigate & have a "friendly chat" in the first instance but explained that if the dog owner didn't co-operate it could go to court & they'd expect me to be a witness (it would be all anonymous up till that point). I started keeping a record when I was in & after a couple of days I got a pack in the post from the council with a record sheet. I filled it in for 2 weeks & sent it back. A few days later I just happened to see a car parked for an hour or so with someone inside. I assume this was the inspector, he said he'd check during the times I listed. Shortly after that the noise drastically improved & even the dog over the road stopped barking so much. I never heard any more from the council but it's obvious from the neighbour's behaviour that he knew I'd reported him.
The guy from the council explained that in most cases of dog noise the owner's are used to the barking & just aren't aware of the annoyance they're causing & a quick chat from someone in authority works wonders
The other alternative is a bit of poisoned steak.

My dog tends to bark when someone is on the property and im happy he does that as its a good deterrent for any scumbags that wanted to help themselves.
He will also bark and try to attack any cats that are around the property too , Although i'd prefer his barking at them rather than him taking a chunk out of them . ( stops the local cats crapping over my lawns so alls good there too ).
He will also howl a little when i have to leave the house for a few minutes as he hates to be away from 'daddy' but usually calms down quickly.

I personally would like to think that if my dog was being a nuisance that they would come to my door and discuss the issue in the first instance rather than just involving the authorities behind my back.
Luckily i get on with both my next door neighbours so its a non issue anyway.

..... although , for anyone just complaining to start trouble, ive always got some steak in the freezer :P
