That sounds feasableSome large buildings have on-site storage for water for sprinkler systems, rather than rely on the mains supply. I wonder if that's what these may be?
Back in the old days, RAF Stafford had a 'fire-pond' near the southern of the two railway bridges on Beaconside, but it went when the new housing was built.
The fire-pond was still there in 2009.
