There's one with a reddish tie, apparently - but the Ides of March are only four weeks away....They haven't vanished, they just put their blue ties back on.

So he's saying that they will build it, with or without planning permission?
He added: "I can’t speak for the motivations of the residents other than to say they want to try their best to delay this.”
Apparently he's unaware of something called democracy and has had his head buried in the sand (or marshland) for the past year or two.

TBF, whilst Martin Lennon "... can’t (or rather won't) speak for the motivations of the residents other than to say they want to try their best to delay this”, the E&S could speak for them, by the simple expedient of asking them.The piece isn't making the action group look like bad guys at all...

I'm unconvinced that their only motivation is to "delay this", perhaps the E&S 'reporter' was already late for lunch.
