But that generic description of "1" doesn't allude to which of those three aspects might be 'terrible' or 'not too bad' for a particular premises.

I think the improvement necessary and major improvement necessary are not ambiguous in any way.

I'm not doubting that a "1" means "major improvement is necessary" but that surely doesn't necessarily mean in all three categories.
