This raises another question: would it be illegal not to protect your wireless network? Let assume Mr & Mrs X are not to tech minded and so once the have the internet they just accept it as stands. They don't take any more security measures. Their neighbour uses their connection to download something illegally and they take the fall?
Most ISP's use DHCP too which means IP addresses are not static. There is no absolutely sure fire way to associate an IP address with physical location/user.
This feels like it's pressure from the MPIAA and the RIAA and their UK equivalents. Big business is throwing it's weight around and this 'peoples government' hashing together some revenue-generating fear-mongering bill to placate them. Wicked.
Somehow I doubt it will be their loved ones falsely arrested for downloading 'German Porn'. This shit happens when there is legal requirement for a trial. I think that story would have had a different ending if a trial was not required.

There are lots more articles about this but basically it's about as close to digital fascism as you can get. They would have the power to cut off and fine entire families based on the suspicion of something illegal happening.
