I often see someone of that description trimming overgrowth on cycle paths - a bramble at head height can be quite exciting in the dark.A bloke on a push bike, he parked it against the wall opposite here and started to cut the overhanging plants back. He only did a little bit, then chucked the bits back over the wall. He did similar on the troll bridge by Sainsburys other day. Attacked 1 of the trees then shoved it all back behind the metal barrier.
He does have quite a set of gardening tools attached to the bike n all.

I've see n him quite often, older bloke, I believe there was a post about him recently on Facebook, seems his wife helps out too sometimes.
