I have decided that using a comma before a subordinate clause beginning with the word 'but' is actually more helpful, and i have also decided the same is true for the word 'and'. So i have decided to adopt this grammatical usage henceforth.
In the interests of disambiguation -
are you looking for a small charity, scale -wise, that is animal orientated in Stafford?
or
are you looking for a charity for animals that are small, scale-wise, located in Stafford?

I have no clue where the punctuation should go in the OP's question to infer either of the 2 meanings that @Withnail was referring too. Sad times
