The Guildhall needed to be anchored with a department store when it was first built. Has it ever been fully occupied? Will it ever again? It looks very dated and very unloved now. I do hope the owners actually spend a decent amount of money revamping it but I fear not.

How do you charge lower rates to fill the mall whilst retaining existing tennants on higher rents?
There comes a point where the money being lost through empty units must be higher than the amount of money being raised in car park charges.
It is an unpleasant experience getting into Stafford under normal conditions, but the fact that there's a ton of roadworks and you then have to pay for the privilege of visiting a half empty town just takes the biscuit.
But no, the council people won't actually put 2 + 2 together and realise this.
When something is a success and in demand you can get away with tolls and taxes on it. When it is in decline you can't.
Exactly, they want to keep the high payers but they know they won't renew if others are getting it cheaper. Not sure exactly what the rents are like in there but the new rates threshold may help? The sweet shop in hunters row for example would now be free of rates, making it much more attractive. Its one of the few Tory decisions I've liked!
