A planning application has been submitted to build 200 houses on the Alstom development on Fairway.

This may seem like old news, as outline planning permission was granted all the way back in 2009, but the details of the housing have been submitted now, and they take up less than 1/3 of the area of the site, entirely on greenfield land to the rear of the existing buildings.
The remaining 2/3 has no planning application, but appears to have been earmarked for new industrial development.

The consultation period closes 9th Sept.

There are already complaints from residents that the consultation hasn't been sent to enough local houses.. so how better to get word out than alert the good people of Stafford Forum?

I must admit, I live nearby and haven't seen anything about it - I wonder how access would work or what they have planned. I'll go add it to the planned development map.

Objection period closes tomorrow.
My neighbour informs me that she called to object but was informed that she had to object in writing and that no note would be made of her call. She also tells me that the man she spoke to said that no objections would be heeded either way because the scheme already got permission in 2009 and nothing was going to stop it.

Apparently the 40+ planning conditions attached to the 2009 outline consent can be ignored with impunity then.

The application site has outline planning consent and, therefore, the principle of development has already been established. As such, if people are wishing to object to the principle of development they are too late. A reserved matters application is seeking permission on the details of the application i.e. house types, location & amount of public open space etc.

Quite. But how matters of location and public open space are to be assessed with no ecological assessment or flood risk assessment is beyond me.

Those reports should have formed part of the outline application and dealt with / mitigated against. Those reports (updated) should be submitted again as part of the reserved matters application, however I don't see anything being discovered which will reverse the original decision.

None of them have been- and having looked at the original approved application, it looks like no contamination, flood risk or ecological assessment has ever been submitted, and they were just bunged in as conditions the first time around.

Anyway, something I don't understand has happened in the last couple of days on the planning portal, which you may be able to shed light on, given your experience in this area (I'm not being PPP, and not being sarcastic!)

It says the description has been changed, a date extended, and a covering letter added but nothing actually seems to have changed and no covering letter or new studies have been added to the documents list. Am I missing something?

I'm very surprised that the outline application was approved without a flood risk assessment and the other reports being submitted. Any applications over 1ha or within a flood zone 2 or 3 should be accompanied by a flood risk assessment

How can sbc determine an application without knowing all the potential impacts? Very odd.

A description of development can be changed by sbc or applicant. The description of development is changed to better reflect the works being applied for or a result of a change to the application. In this case, I suspect it is the latter.

Has the applicant removed some of the reserved matters to be determined; access, layout, landscape etc.

I would assume a revised covering letter has been submitted to amend what the application is applying for. Happy to check this for you.

Applications can be extended to allow solutions to be found or to allow further consultation on changes to the application. If the changes are material sbc should reconsult with neighbours and statutory consultees

Where are these houses going? There is a very large woodland area to the rear of the site which although neglected for years has many beautiful mature trees. I have a horrible feeling they plan to flatten the woodland to build the houses there. Does anybody know please?
