Well apart from approval or otherwise of an alcohol licence is concerned I can't see what it has to do with the council who moves in.Sadly Stafford council would not be bothered.

There was one in Nottingham for a while and I know of at least one Games Company that 'entertained clients' there so often the amount spent at Hooters was a contributing fact to thier eventual demise.
