Land promoter approaches land owner; land owner and promoter agree a minimum sale value; option agreement signed and registered with land registry; land promoter then promotes the site through the planning system, which can all be viewed by the public. If the land gets planning permission and the minimum sale price is achieved the land will be sold and houses built. All very simple.
