Roman, Yours, Primark (triple the size of the men's section), Dorothy Perkins, Wallis, Top Shop, H&M (again, triple the size of the men's), 2 x New Look, M&S (and again, much larger than the men's), Next (yet again, larger than the men's), River Island (aaaaannnd again, larger than the men's), TKMaxx, Laura Ashley, Dressy Dresses and not to mention Tesco, Sainsbury and ASDA, all who have ranges that are far larger than the men's.To be fair Stafford is very well accommodated for men with the likes of Blacks, terraces, rigout, numero uno, MVP (4 independents there), before you get to the mainstream of Burton's, H&M, primark and outfit and Next of the retail park.
It women that do not seem as well accommodated in town.

All exactly the same mass produced product bar one maybe two
Where are the high end options?
Who is going to put their livelihood on the line and open a shop when people will just moan that it's too expensive or doesn't stock the exact shade of grey the demand. Having your own business fighting against the buying power of the chains and against the moaning of the public at large is not something I would go in to.
