Incorrect. It is part of the answer and frankly only a small part as it addresses only local tragic and not through traffic.

I assume yoou mean local TRAFFIC. If you think local traffic is only a small part of the issue how do you explain the fact that these horrendous volumes of traffic we get every rush hour seem to disappear in the school holidays...............

If it's the same person I'm thinking of I seem to have a recollection of her being very good at making a dramatic arrival out of a helicopter, so there's no real need for them to tart up the roads.
Maybe Kyoto will gave her a "backy" around the rest of the town.
Well she should foot the bill then (even though that still means we foot the bill in a round about way) . meanwhile over in Copenhagen the number of residents who commute by bike is ABOVE 50%. I just don't see why that can't happen here???

There is quite a noticeable drop on election days and with the odd teachers' strike, too.Because people with school age children are on holiday during school holiday time and not going to work perhaps.
