I've looked on the NHS website and think they are their Clinical Commissioning Groups of which there are about 150.The analysis looks a bit inconsistent. Stafford and East Staffordshire are borough councils, but North Yorkshire is a county council that includes borough councils such as Scarborough and Harrogate. Northumberland is a county council, but doesn't have any borough councils below it.
East Staffordshire includes Burton and Uttoxeter.
You need to ask the Lib Dems, who put the figures together!
