    MPs are told to support popular local issues by ‘head office’ even if in reality they know nothing will ever get done. In this way the MP can be seen as a ‘friend / hero’ fighting the constituents corner against Westminster.

    Car salesmen sometimes do a similar trick. When you’re hoping to negotiate a deal, they go off into an office to ‘put it to the sales manager’ - who inevitably says ’no’, but hey - the salesman is on your side.
