Walked past it on Friday night and it is indeed in a parlous state. According to the E&S,Got to be costing someone (contractor or council) a load of money.

One would hope so yes, but common sense and local government rarely go hand in glove. I wouldn't be surprised if a little further down the line it doesn't come out that SCC have 'contributed' towards the repairs...It isn't the council's fault that the building is already falling to bits, so of course as part of the contract the contractor will be footing the bill.
Added to that I noticed lots of broken and un-even flag stones, many of which are already chewing gum stained.the whole thing is starting to look like an absolute mess
