If the store management aren't ensuring a 'safe' operation of the store, they shouldn't be paid, either. If the 'security' guys aren't doing the job they're put there for the 'security' company shouldn't be getting paid.
Other stores (Morrisons?) seem to be taking rather more pains to ensure safer shopping for everybody, customers and staff.
Maybe Sainsbury's are hoping for a turnover boost from extra people avoiding the more responsibly operated stores?
Somewhere* in the depths of the Forum, is a post from someone who was accosted by 'security' in Tesco years ago, for the offence of 'wearing a hat'.
It is just a matter of those with the responsibility bothering to do it, or not.
* Edit - Easier to find than I thought it would be.
