Depends how you define spent? I'd expect the project to cost 2m, yes, with some portion of that spent on paving and the rest on management consultants.Please tell me they haven’t actually spent £2mil on the paving

PFI for big hospitals has only ever been short term gain for the NHS and long term costs for us tax payers.Probably £2m on PFI, so it ends up costing £15m. When I worked in Burton on Trent for 6-7 months there were some roadworks down one of the roads I drove down, I looked them up on the roadworks website and it said "Streetlight renewal PFI". I can understand using PFI for very big risky projects like a big hospital and so on, but street lights? utter madness.
PFI for big hospitals has only ever been short term gain for the NHS and long term costs for us tax payers.
Hospitals wouldn't be "risky projects" if competent people were commissioning them but recent governments haven't been competent.
