So the promised new shops were all just talk then.

This has effectively created a dead area for the town. There will be nothing there for most of the Stafford residents, who will have no reason to go to that area. So much for attracting interest. Still, it's money in the till, the only thing that the council is interested in.

Might the people who do go there as a result of this (if it happens) not also be interested in shopping and therefore go to Riverside or the high street?

They will be predominantly students, who may well be bussed in.
Had the council put shops there, as was planned (and which the only thing for which there is currently planning permission) that area could have been a gateway between the sin shopping area and riverside. Perhaps a couple of nice bars with outdoor seating, like any other town would do.
But no, the council have yet again taken the easy option and made a quick buck, and as a result the townspeople will suffer yet again.

I wonder how long it will be before Wolverhampton university gets bored in there, like they did in the shire hall, and moves on again.
