Who's responsible for the place getting into this state. and who ultimately picks up the bill for whatever happens?

You assume wrong. It is owned by Eaglemount Limited, a private company.
Apparently Eaglemount has owned Greyfriars Hse since 2001. When did it stop being a council or tax facility?
Jonathan Price UPDATE. The building has now been officially put up for sale, with a. View to Inviting best offers. The final date for offers is the 28th September at which point a buyer will be identified and the building sold. Early indications are that the building will be best converted into residential but that is purely speculation on my part. I will keep everyone updated with further information, when I have it.
