Whether Staffs do or not, I'm guessing that Northamptonshire won't be the last one's to consider it. All Councils have to be 'self-sufficient' by 2020 with little to no funding from central Government. Year on year, they're being asked to make substantial savings (read: cuts).

I’m not sure if they could actually move out of Staffordshire Place though. There’s not really anywhere large enough to house the council in Stafford now is there? I guess they could finally do something with one of the massive, ugly offices in town mind you.
Increased costs for everything. Nobody is getting rich in the public sector. Some of the private providers which council’s are encouraged to hand work on to are, but at the expense of employees terms and conditionsYou gotta wonder where all the money goes, we're cutting everything yet nothing else improves in line with what we lose. Some people are getting very rich off this no doubt.

Over time, it will be all but the statutory services that the Council will be responsible for. Everything else will be in private hands.
