How big does the pile of rubbish have to be before it becomes fly tipping?

I was really tempted to bag it all up and post it to her, with not quite enough postage. She would then get a card through the door saying she had to collect a parcel but there was xxxx postage to pay. Out of curiosity she would go to the Post office, pay the postage, be beside herself with anticipation, and open the package only to find her own rubbish along with a terse note from me.

Re 'litter' vs. 'fly-tipping': no idea, other than probably a matter of degree and intent. Doesn't really matter though, since it's all illegal, and for good reason.

Even fag-ends, o gregarious ones.

Daily walk past some police in west brom having a fag a hundred yards from their station, they are in civi tops but the restis police uniform, and daily see one of them discarding a fag end.

Sat looking out of hotel window at the beach woman walks by with two dogs 1st dog drops off the puppies by the sea woman bags it up and flings it into the sand dunes, walks further on 2nd dog does the same and again she bags it up and throws it to join the other one. My peaceful relaxed moment has me spitting feathers and yelling loudly what is wrong with people? If I had my way I'd rub her bloody nose in it !
