Buildings built by the lowest cost bidder...

Come, come now..... its MEAT - Most Economically Advantageous Tender - these days.... they don't give a flying one about cost since they aren't spending their own money. As long as the dye for the windows is environmentally friendly and the workforce includes one person of every nationality.... oh and the brown envelopes must be well filled of course....

And don't forget that all brown envelopes have to be emptied and recycled by carbon-neutral executives wearing steel-capped footwear.

Bosses claim moving to energy efficient premises will save the taxpayer £250,000 a year for the next four decades.
Mark Winnington said “highlighted the huge benefits and savings that the new buildings provide”.


I do wonder about this building and the promises brandished around when it was first developed/built/opened.
Have we started saving money yet?
Though the units are empty, are the savings still met?

It's only a £250k saving if Scaffold Place cost nothing and you forget about what happened to all the previous CC buildings.

Ask them under a FoI request. Not that they'll know the answers.

Not as ugly as that multi-storey car park with the graffitied Simons name on the side, what an eyesore at least the one by the station has a little bit of design style to it

The top storey of Woolworth's / Sports Direct was left unfinished for decades - in fact, I don't remember the girders being removed.
