I have read a brief headline in the Express and Star tonight about this issue, with 90% of positvity towards parking permits or something?

Stafford doesn't need an eastern bypass, so long may the lack of it continue.

@ MarkHeenan - I received an email from Maureen Compton today saying that the Castletown Residents' Parking Scheme has now been passed over to your control....any updates at all please? We saw some fellas surveying the area a couple of weeks ago but have heard nowt since.

I would not be entitled to act in any way in my capacity as a County Councillor until I signed the Acceptance of Office form, which I submitted this afternoon.

Having seen Tom at both election counts (local and European) he tells me there's a meeting of the Residents Association fairly soon (remind me of the date please), so I'll probably wait and see what comes up then so I know exactly what questions to ask the officers subsequently, so that I can get the finer details right. In the meantime anyone wanting to contact me about this should email cllrmmheenan @ gmail . com (or you could leave a post here and I'll read it).

Well, I have to say I'm very happy to hear that The Forum is being used as a means of communicating with Council representatives, even if it is in an unofficial capacity. Here's hoping it's the beginning of a wider and more frequent dialogue for the future :)

When is the next meeting of the Residents' Association. We need to get the Residents parking scheme up and running. Can't wait much longer.

I agree, and its going to get even worse when the Castle Town residents parking comes in as the people who park in Castle Town are all going to 'up sticks' and park in Forebridge. I've been harking on and off to our councillor about this for a couple of years now, I think to be effective (ie not just moving the problem around town) the parking scheme needs to be implimented throughout residential areas in the town.

However, the commuters do need to park somewhere and its something that is seriously badly managed by local government. Town residents and commuters alike being treated like second class citizens instead of an asset.

I went to the Highways Department yesterday to have a briefing about this. It may take a few months to get everything done, as there is lots to do. They're currently finalising a workable draft of the plan which will go out to consultation with residents in a couple of months time they hope. One interesting fact: the officer I spoke to said he had, at various authorities, tried to set up over 30 such schemes, only three of which had reached this point (the other two did come into being, happily).

There are a lot of issues involved:
Planning the whole scheme, what lines are going to be painted where, where is the funding coming from if the scheme has a cost overrun, what to do if the revenues exceed the cost (and it's very hard to work out exactly how much it will all cost and what the revenue will be with any degree of confidence)
Trying to predict what demand there will be both for permits and for enforcement and making a judgement about the cost to residents
What about local people who refuse to buy permits? Where will they park?
What about local businesses, outside tradesmen, taxis, etc?
How many permits will be allowed per house, given the available space?
Developing the overall plan, consulting on it with residents and the local parking committee and getting all the necessary support
getting the new traffic orders in force, repealing the old traffic orders (and advertising all these changes in accordance with law) painting the lines and putting up signs
processing all the permits

And so on, and so on...

It's a very complex business so if it was all sorted out by Christmas I'd be amazed. But if it wasn't up and running by next Christmas I'd be very disappointed.
