Interactions with the public when there might not be an infringement are rather more a part of their general demeanour than might be the general theme elsewhere.They may well have felt an urge to congratulate the sheep on their social distancing prowess.
On other occasions, they may just be checking that someone is genuinely undertaking an essential journey.
If you feel a desperate need to witness an actual infringement, will this less scenic event do?
