Twat.Says an expert....
The land next door to the golf course is for the golf course extension.
The golf course owners were hoping to do the golf course on the cheap by charging people to dump spoil on the site, which in turn would then be landscaped to provide a golf course.
Unfortunately for the golf course owners work has largely ground to a halt because they are not getting enough spoil.

Twat.Thank you for your contribution today
Be careful on the steps as you leave
The course isn't being improved, a new one is being built. You do talk half story shite Basil, especially if it's new members. What about those of us who have been members forever?
Which is not actually what you said in full, which was -I have no idea what you are suggesting by your comment but your post confirms what I said, which was the owners of the golf course are bringing spoil onto the site as part of the landscaping works for the new golf course.
- which is manifestly wrong, unless we have all magically gone back in time * checks time * which we appear not to have done. The land next door to the golf course is for the golf course extension.

I'm not sure what i'm supposed to do with this information.2. All cats are grey in the dark

Whilst true that the dumping side of the operation suffered a setback due to the post-2008 slow down in destruction/construction nationally that would have provided this material - a factor in itself that led to the shit-dumping - it is very much not true that the 'developers' want for spoil today. Or, for that matter, for the last two to three years (or more?), which has seen a huge ramping up of material being dumped at this site.
Unfortunately for the golf course owners, but very much fortunately for the soi dissant golf course builders, this has been facilitated by a change in the conditions placed on Luddington, whereby a time limit placed on them for the dumping phase in their initial planning application was lifted, exactly because of their previous difficulties obtaining the requisite amount of 'spoil'.
Now they are in a position that means they -
I'm no businessman, but i'm reckoning they'll concentrate more on the dumping side of their operation for as long as they can get away with it, don't you?
- have no restrictions on how much 'spoil' they can take as a dump - which makes them money
- have an obligation that doesn't seem to have any time frame at all to build a golf course - which will cost them money
I'm pretty sure the 'developers' couldn't give less of shit even if they tried really hard to give a shit less than they already don't.
Having already contravened the conditions placed upon their initial application and, rather than receiving any admonishment, then being granted new fantastically favourable conditions to proceed...
Having already been given orders to remove illegal waste from the site by the EA - a national rather than local supervisory body, mind - that they've yet to comply with, and receiving the sum total of zero punishment for non compliance...
Do you honestly think that they think they'll be taken to task about kicking up some dust?
The only certainty about this whole venture is that it'll end in tears.
They'll be those from laughter at Luddington, not so much from us.
A good day to bury bad newts.
